EPR plastic compliance software is a system that calculates your Extended Producer Responsibility obligation for plastic packaging, tracks every EPR certificate against target, reconciles GST invoices and prepares your annual return for the CPCB EPR portal. For producers, importers and brand owners (PIBOs) with more than one plant or packaging category, it replaces the spreadsheets that cause most EPR shortfalls.
The FY 2025-26 EPR annual return is due by 31 December 2026. If your EPR plastic data still lives in spreadsheets, recycler emails and one person’s memory, this guide shows what the rules require in 2026, what non-compliance costs, how to compare your options, and how EcoTrace by Pantheon Digital keeps PIBOs filing-ready all year.

EPR plastic compliance at a glance
Question | Short answer (2026) |
|---|---|
Who must comply? | Every producer, importer and brand owner placing plastic packaging on the Indian market, including e-commerce sellers |
Where do you file? | The CPCB centralised EPR portal for plastic packaging |
Next deadline | 31 December 2026 for PIBOs (FY 2025-26 annual return); 31 October 2026 for Plastic Waste Processors |
Recycling targets 2026-27 | 70% for rigid (Category I); 50% for flexible (II) and multilayered (III) |
Recycled-content targets 2026-27 | 40% (I), 10% (II), 5% (III), now legally binding |
Penalty for a shortfall | Rs 5,000 per tonne in year one, Rs 10,000 in year two, Rs 20,000 in year three |
What changed in 2026 | Binding recycled content, reuse targets for rigid packs, stricter certificate verification |
Best way to manage it | A monthly data routine on one system, not a December spreadsheet scramble |
What is EPR in plastic waste management?
Short answer: EPR (Extended Producer Responsibility) in plastic waste management is the legal duty of PIBOs to fund the recycling, reuse or safe disposal of the plastic packaging they sell in India. They meet it by registering on the CPCB EPR portal, buying EPR certificates from registered processors and filing an annual return.
India introduced EPR in the Plastic Waste Management Rules, 2016, and made it enforceable in February 2022, when MoEFCC notified the EPR Guidelines for plastic packaging as Schedule II. Those guidelines created the centralised CPCB portal, four packaging categories, year-by-year targets and tradable EPR certificates.
The regime has tightened every year since. The Plastic Waste Management (Amendment) Rules, 2026, notified on 31 March 2026 (G.S.R. 237(E)), turned recycled content from a goal into a binding obligation (summary of the 2026 amendment). Today, EPR plastic compliance is not a once-a-year filing. It is a continuous data discipline, and that is why software has become the standard for mid-size and large brands.
Who needs EPR registration for plastic packaging?
Short answer: Any producer, importer, or brand owner that places plastic packaging on the Indian market needs EPR registration on the CPCB portal. E-commerce sellers who ship in plastic count as brand owners. Many companies hold more than one role and must declare each one.
PIBO type | Who it covers | Typical examples |
|---|---|---|
Producer | Makes plastic packaging, or uses it to pack goods for others | Film and laminate converters, bottle makers, contract packers |
Importer | Imports plastic packaging or goods packed in plastic | Importers of cosmetics, electronics, food, and toys |
Brand owner | Sells goods in plastic packaging under its own brand | FMCG, food and beverage, pharma, personal care, D2C and e-commerce brands |
Once registered, every PIBO has the same five obligations: declare packaging placed on the market by category, meet category-wise targets, buy EPR certificates from registered Plastic Waste Processors (PWPs), back every transaction with GST invoice data, and file an annual return on the CPCB EPR plastic portal.
What are the four plastic packaging categories?
Short answer: Plastic EPR sorts packaging into rigid (Category I), flexible (II), multilayered (III) and compostable (IV). Targets and certificate prices differ by category, so every SKU must be classified correctly.
Category | What it includes | Common examples |
|---|---|---|
I. Rigid | Rigid plastic packaging | PET bottles, HDPE jars, caps, tubs, trays |
II. Flexible | Single or multilayer packaging made only of plastic | Carry bags, shrink wrap, stretch film, all-plastic pouches |
III. Multilayered | At least one plastic and one non-plastic layer | Metallised snack wrappers, aluminium-plastic laminates, cartons |
IV. Compostable | Compostable plastic packaging and bags | Certified compostable bags and wraps |
Category III is where most FMCG brands carry their largest liability and make the most errors. A metallised snack wrapper is Category III, not II, and under the 2026 amendment only its plastic component counts toward recycled-content targets. Good EPR software classifies this once, at SKU level, so the mistake cannot repeat across plants.
What do EPR plastic rules require in 2026?
Short answer: In 2026, PIBOs must cover 100% of their EPR obligation, meet recycling targets of 50% to 70% depending on category, meet binding recycled-content targets, meet new reuse targets for rigid packaging, and prove every EPR certificate with GST invoices and processor evidence.
The 2026 amendment changed what you have to track:
2026 change | What it means for your data |
|---|---|
Recycled content is legally binding | Track recycled-content percentage per SKU, with exemptions where food, pharma or pesticide safety rules apply |
Category III targets apply to the plastic component only | Record layer composition, not just total pack weight |
Recycled content in imported packaging does not count | Separate imported and domestic packaging from the start |
Reuse targets for rigid packaging | Track reuse alongside recycling (for example, 10% for most rigid packs and 70% for drinking-water packaging in FY 2025-26) |
Food-contact shortfalls can carry forward | Clear at least one-third of the FY 2025-26 shortfall each year for up to three years |
PWPs now include end-of-life processors | Co-processing and waste-to-energy operators can issue certificates, but only recycling certificates meet recycling targets |
New audit and verification guidelines | Every certificate needs a paper trail that survives verification |
More data points per SKU, more reconciliation, and more scrutiny of every certificate: this is the work EPR compliance software is built to automate.
How does an EPR certificate work?
Short answer: An EPR certificate is generated on the CPCB portal when a registered Plastic Waste Processor recycles or disposes of plastic waste. One certificate equals one tonne, tagged by category and processing type. PIBOs buy certificates and transfer them against their obligation.
Certificates are category-specific. A Category I certificate cannot cover a Category III shortfall.
Recycling and end-of-life certificates are different. Only recycling certificates count toward recycling targets.
Prices have a floor and a ceiling. Certificates trade between 30% and 100% of the applicable environmental compensation, but supply tightens near deadlines, especially for Category III.
Every certificate needs evidence. Processor registration, processing records and GST invoices must line up.
The commercial lesson: brands that buy steadily against a forecast pay less than brands that buy everything in December. That only works if you can see your coverage by category every month.
What does EPR non-compliance cost?
Short answer: CPCB charges environmental compensation (EC) of Rs 5,000 per tonne of shortfall in the first year, Rs 10,000 in the second consecutive year and Rs 20,000 in the third. The unmet target also carries forward, so you still have to buy the certificates.
Shortfall year | EC per tonne | Cost of a 1,000-tonne shortfall |
|---|---|---|
Year 1 | Rs 5,000 | Rs 50 lakh |
Year 2 (consecutive) | Rs 10,000 | Rs 1 crore |
Year 3 (consecutive) | Rs 20,000 | Rs 2 crore |
EC is partly refunded if you catch up: 75% when the shortfall is cleared within one year, 60% within two years and 40% within three. After that, the full amount is forfeited.
Most shortfalls are not deliberate. They come from data problems that spreadsheets cannot catch:
Category drift: a pouch moves from flexible to multilayered after a redesign, but last year’s sheet still counts it as Category II.
Plant and SKU sprawl: packaging data sits with procurement at each plant, in different formats and units.
Late certificate buying: no running view of coverage, so certificates are bought at peak prices in the final weeks.
Invoice mismatch: GST invoice quantities on the portal do not match the internal tracker.
Key-person risk: one person knows how last year’s return was built.
How do you file the EPR annual return on the CPCB portal?
Short answer: Freeze your packaging data, calculate tonnes placed on the market by category, reconcile EPR certificates and GST invoices against your obligation, close any gap, then submit on the CPCB EPR portal. Start in October, not December, so there is time to fix problems.
Freeze your packaging master. Confirm every SKU sold in the year, its components, weights and EPR category, and the date of any pack change.
Pull quantities placed on the market. Use sales and dispatch data, not purchase data alone, and convert units to tonnes the same way at every plant.
Record exclusions. Document pre-consumer plastic waste, exports and any reuse you can evidence.
Calculate the obligation by category. Apply the current recycling, reuse and recycled-content targets.
Reconcile certificates. Match certificates already transferred against each category and find the gap.
Close the gap early. Buy remaining certificates from registered processors after checking their registration and evidence.
Reconcile GST invoices. Make sure invoice quantities on the portal agree with your declarations and purchases.
Review, sign off and file. Have finance, procurement and EHS approve the numbers, submit on the portal and save the acknowledgement.
Archive the evidence. Keep everything in one place for the next audit or show-cause notice.
EcoTrace runs steps 1 to 7 continuously through the year, so filing becomes a final review rather than a three-week project.
Six common EPR compliance mistakes
Treating EPR as a sustainability task only. It is a statutory filing with financial penalties, so finance and procurement need to own it too.
Using purchase data as market placement. Packaging bought is not packaging sold; stock changes, wastage and returns create gaps.
Ignoring secondary and tertiary packaging. Shrink wrap, stretch film and carry bags used in distribution count.
Mixing up multilayered and flexible packaging. The most common classification error, and it changes both your target and the certificates you need.
Buying the cheapest certificates without checking the processor. A certificate that fails verification costs you twice: you pay for it and still have a shortfall.
Leaving the return to the last week. Portal traffic peaks near deadlines, and a data mismatch found late rarely gets fixed in time.
Spreadsheets vs EPR consultants vs EPR software
Short answer: Spreadsheets suit small brands with one plant and one category. Consultants suit registration and first-time filing. EPR compliance software suits brands with several plants, categories or more than about fifty plastic-packed SKUs, because it keeps the data, logic and evidence inside your company.
Criteria | Spreadsheets | EPR consultant | EPR compliance software |
|---|---|---|---|
Best for | One plant, few SKUs, one category | Registration, certificate sourcing, first filing | Multi-plant brands with many SKUs and categories |
Who owns the data | You, scattered across files | The consultant | You, in one system |
Visibility between filings | Low | Low | Live, by category and plant |
Audit trail | Manual | Partial | Automatic |
Handles 2026 amendment rules | Only if someone rebuilds the sheet | Depends on the consultant | Built into the calculation |
Key-person risk | High | Medium | Low |
Typical weak point | Version control and pack changes | Switching costs, limited transparency | Needs clean master data at setup |
Software and consultants are not either-or. Many brands keep a consultant or certificate aggregator and run EcoTrace as the system of record, so they can answer a CPCB query in an hour without calling anyone outside the company.

How EcoTrace automates EPR plastic compliance
Short answer: EcoTrace brings your packaging data, EPR liability, certificates and GST invoices into one system, so your annual return is reconciled before it reaches the CPCB portal. It was built for the scale of a large Indian FMCG food manufacturer moving thousands of tonnes of multilayered packaging across several plants.
EcoTrace is built by Pantheon Digital, a New Delhi-based custom software development company. Here is how it works, step by step:
Load your packaging master. Every SKU, its components, weights, layers and EPR category, in one record.
Connect sales and dispatch data. Quantities placed on the market flow in from your ERP or uploads, converted to tonnes consistently across plants.
Calculate your obligation. EcoTrace applies current recycling, reuse and recycled-content targets by category and financial year.
Track certificates live. Every EPR certificate is logged with processor, category, price and evidence, against a live coverage view.
Reconcile GST invoices. Invoice quantities are matched to declared quantities and certificate purchases before you file.
Get alerts early. Shortfall warnings arrive while certificates are still affordable, not in the last week of December.
Prepare the annual return. Data is organised in the structure the CPCB portal expects, with an approval trail.
Stay audit-ready. Every entry carries its documents, so you can answer a CPCB or SPCB query within hours.
Because Pantheon Digital builds enterprise software rather than selling a fixed template, EcoTrace is configured around your plants, approval flow and ERP. Our cloud and DevOps team handles India-based hosting and integration.
EcoTrace by industry
Industry | Main EPR challenge | How EcoTrace helps |
|---|---|---|
FMCG and packaged food | High volumes of Category III laminates across many plants | Accurate multilayer classification, plant roll-ups, early certificate buying |
Pharmaceuticals | Blisters, bottles and strips with recycled-content exemptions | Records which SKUs qualify for an exemption and why |
Personal care and cosmetics | Rigid bottles, tubes and caps with new reuse targets | Tracks reuse and recycling targets side by side |
E-commerce and D2C | Mailers, air pillows and tape often missed | Captures dispatch packaging as well as product packaging |
Importers | Recycled content in imported packaging does not count | Separates imported and domestic packaging from day one |
How long does EPR software take to implement?
Short answer: A typical EcoTrace rollout takes about 90 days, from mapping your packaging data to filing-ready returns. Brands with clean master data can go live sooner.
Phase | Timing | What happens |
|---|---|---|
Discover | Weeks 1-2 | Map PIBO roles, plants, categories, data sources and approvals |
Configure | Weeks 3-6 | Load the packaging master, set category rules, connect data, migrate certificates |
Reconcile | Weeks 7-10 | Run the year’s liability, reconcile certificates and GST invoices, close gaps |
File and hand over | Weeks 11-13 | Prepare annual return data, train your team, set up monthly tracking |
After go-live, the routine is monthly: refresh quantities, review coverage, buy certificates against plan and resolve exceptions. By the next deadline, the return is a review, not a project.
Is your team ready? A 5-question check
Answer yes or no:
Can you list every plastic-packed SKU you sold last year, with its EPR category?
Can you produce tonnes placed on the market by category and plant within one day?
Do you know how many EPR certificates you hold in each category right now?
Do your GST invoice quantities match your declared quantities without manual fixes?
Could you answer a CPCB query about last year’s return within 48 hours?
If you answered no to two or more, your compliance depends on effort and luck, and the risk of environmental compensation is real.
